On Aug. 30, the American Technology Council (ATC) issued for public comment its draft 36-point plan for federal IT modernization.  The draft, “Report to the President on Federal IT Modernization,” sets forth a blueprint for IT modernization focusing on three broad implementation areas:

(1) Network modernization and consolidation;

(2) Shared services to enable future network architectures;

(3) Resourcing federal network IT modernization.

Update on Section 809 Panel | PNWC’s Government Contracting Update

It is time for an update on the activities of the Section 809 Panel, an advisory panel formed to streamline the Defense Department’s acquisition regulations. The name ‘Section 809 Panel” comes from Section 809 of the Fiscal Year 2016 NDAA (National Defense Authorization Act). For more information on this panel, refer to “New Advisory Panel to be Formed to Streamline Acquisition Regulations“. Briefly, the Section 809 Panel’s overarching objective has been to make recommendations that, if adopted, will enable DoD to more consistently buy what it needs in a timely and cost-effective manner – whether that be commercial items, information technology, services, weapon systems, or the full range of tools and equipment on which war-fighters depend.

Our September edition of “Government Contracts Legislative and Regulatory Update” offers a summary of the relevant changes that took place during the month of August.

The next big thing in IT procurement — FCW

At the beginning of the summer, I published a blog on how the Department of Homeland Security had tried an innovative approach to its FLASH competition for an agile contracting BPA, run into problems evaluating bidders, and finally withdrew the procurement — with DHS Chief Procurement Officer Soraya Correa taking responsibility for the mistakes while defending the idea of trying new ways of doing things. The original blog focused on Correa’s work to overcome the culture of fear in government. But it also mentioned the nature of DHS’s innovative approach, where source selection “centered not around a traditional written proposal but instead around companies actually performing a real agile task that was video-recorded and examined as a central part of proposal evaluation.”
