DOD’s Section 809 panel proposes a revolution in contracting — FCW

An unlikely band of revolutionaries has proposed major changes in how the Department of Defense chooses what contractors to do business with. These change agents are members of the Section 809 panel on streamlining and codifying acquisition regulations, set up by Congress in 2016. They include a number of well-known names in the contracting world, several of whom I have known since myself serving as the administrator of the Office of Federal Procurement Policy in the nineties. That latter group includes David Drabkin, the committee chair (who worked on acquisition reform at DOD as a civil servant and later spent many years at GSA); retired Gen. Darryl Scott (maybe the best contracting professional I ever met — I wanted him to be my successor, but that was impossible while he was in uniform); Allan Burman (my predecessor); and Elliott Branch (head of contracting at the Navy).

COFC: False Information in SDVOSB Application Proper Grounds for VA Removal | SmallGovCon – Government Contracts Law Blog

While most of the rules for SDVOSB eligibility now reside with the SBA, the VA is still responsible for verification of entities for inclusion into its database of verified SDVOSBs and VOSBs. A recent Court of Federal Claims case describes what sort of conduct might get a business removed from the VA’s database–even if that conduct doesn’t run afoul of the SBA’s SDVOSB rule.

Readily available multiple award schedule program

This week, the Section 809 Panel released its much-anticipated Volume III Report to Congress, which includes recommendations for streamlining the Department of Defense’s (DoD) acquisition system. Previously, the Panel had issued its Volume I Report in January 2018, and its Volume II Report in June 2018. The Coalition would like to recognize the Section 809 Panel for its significant sacrifice and effort in producing each of these reports over the past two years. Cumulatively, these three reports provide 93 acquisition reform recommendations that are dissected across more than 2,000 pages of analysis, all completed in an effort to improve the department’s acquisition system.

DOT Looks to a Consolidated Contract Vehicle | Government Sales Insider

You probably have heard about the General Services Administration’s schedule consolidation initiative to make a single uniform offering available to vendors and the government partner community. Detailed in Adam Hyman’s recent blog, the GSA will spend the next two years consolidating the agency’s 24 multiple schedule awards into a single schedule. This will allow vendors to broaden their offerings while only having to maintain a single contract.
