The Top States for Government Contracting in Q4 2017 | Onvia

There was good news for firms doing business with the government in the most recent quarterly market snapshot report from GovWin+Onvia, the State, Local and Education (SLED) Procurement Snapshot for Q4 2017. Our market analysis found that the SLED market finished with a year-over-year growth rate of 5.5%, the strongest growth rate of an already strong year.

Management Practices at DoD Do Not Align Well With Best Practices at Commercial Organizations

The Government Accountability Office (GAO) was requested by Congress to review the career paths, development, and incentives for program managers responsible for delivering DoD’s most expensive new weapon systems. Congress noted that DoD major acquisition programs continue to experience cost and schedule overruns and previous studies have concluded that selecting skilled program managers is a key factor to achieving successful program outcomes.

Schemes targeting small business contractors proliferate

PTAC small business clients are reporting alarming new tactics being used by some for-profit firms trying to get them to sign up for services. In one case, a company “cloned” an SBA webpage, to make it appear that the SBA was recommending registration in a specific subcontractor database.  In another example, a firm has been reaching out to “potential subcontractors” claiming to be working on a specific DoD project; further investigation has shown this to be false and fraudulent.

One feature of the 2018 NDAA (National Defense Authorization Act) is a requirement that DOD provide additional information to contractors competing for contracts. For contracts greater than $100 million, the Government must provide a redacted version of the Agency’s written source selection award decision. For contracts between $10 and $100 million, small businesses and nontraditional contractors are allowed to request redacted versions of the source selection decision.

Joseph Petrillo: Beneficial potential changes for defense procurement

No one has said federal procurement is simple. But it’s way more complicated than it has to be. The Section 809 Panel looked closer at Defense procurement and found that the word “subcontractor” has around 27 different definitions. The rules make fine distinctions between commercial and commercial-off-the-shelf. The Panel has proposed numerous reforms. Joseph Petrillo, procurement attorney with Petrillo and Powell, joined Federal Drive with Tom Temin to discuss the reforms he believes will be most beneficial.
