Department of Navy Chief Information Officer – Resources: Federal Acquisition Regulation – Privacy Training

This final rule amends the Federal Acquisition Regulation to clarify the training requirements for contractors whose employees will have access to a system of records on individuals or handle personally identifiable information. These training requirements are consistent with the Privacy Act of 1974, 5 U.S.C. 552a, and OMB Circular A–130, Managing Federal Information as a Strategic Resource. Prime contractors are required to flow down these requirements to all applicable subcontracts.

Do proposal managers and contracting officers (COs) have anything in common? Most likely, what we have in common is that we are on each other’s list of pet peeves. Or, one could argue, proposal managers think about the CO much more often than the CO thinks about us! As in, “When will the CO answer the questions? Will the CO extend the due date?”

Larry Allen: GSA to hold public meeting addressing NDAA e-commerce requirements

The General Services Administration got a big homework assignment, courtesy of the National Defense Authorization Act. The agency must create an e-commerce platform on which the government would be able to buy commercial items. To get started, the agency will hold a public meeting next week. Larry Allen, president of Allen Federal Business Partners, joined Federal Drive to Tom Temin to discuss what could take place.

What is “Waste and Abuse”?

We here the term “fraud, waste, and abuse” frequently and we ourselves use it often on these pages. The word “fraud” is well understood but what about the other two elements of this triad; waste and abuse? The GAO’s (Government Accountability Office) Yellow Book (i.e. Government Auditing Standards) includes the following definitions for Waste and Abuse.
