The Agriculture Department kicked off the much-anticipated phase two of the Centers of Excellence initiative by releasing six solicitations on July 30.

USDA and the General Services Administration, which is acting as the acquisition and technical support for the five areas, want a quick turnaround of responses by Aug. 10, and are planning for oral presentations for the cloud and infrastructure CoE between Aug. 20 and 31.

Following the Senate’s recent passage of the Fiscal Year (FY) 2019 National Defense Authorization Act (NDAA), we are rapidly approaching the finish line for this critical piece of legislation. With the filing earlier this week of the Conference Report, H. Rept. 115-863, which embodies the agreement between the Senate and the House, it appears likely that a compromise bill will go forward to the President shortly. The NDAA contains a number of provisions that would reform the procurement process, several of which, are the focus of this week’s blog.

You can’t quite say the Technology Modernization Fund Board has $55 million burning a hole in its pocket. But the chunk of change remaining in the TMF for fiscal 2018 is heading out the door over the next two months.

Alan Thomas, the commissioner of the Federal Acquisition Service at the General Services Administration and a member of the board, said last week another “slew of proposals” are going through the review process.

Now what Thomas didn’t say, unfortunately, was how many and from which agencies.

The Pentagon released its long-awaited final solicitation for the Joint Enterprise Defense Infrastructure (JEDI) contract on Thursday, opting to stick with an approach that would award the massive cloud computing deal to a single vendor despite widespread concern among contractors and members of Congress.
