What to Expect from FBI’s ITAP 2 Contract

The Information Technology Acquisition Program (ITAP) will expire soon and the FBI is expected to continue this work with the release ITAP 2. ITAP 2 will be competed as a Firm Fixed Price IDIQ BPA Small Business Set Aside and is expected to be released early 2019. This contract consists of furnishing the FBI with standard IT products such as desktops, laptops, printers, scanners, Storage Area Networks, etc. In addition to supplying the equipment, contractors must also provide services such as task management, service calls, instillation, and fulfill orders.

Red Team’s Take | What to Expect from DTRA’s Upcoming Full and Open IDIQ

The Defense Threat Reduction Agency (DTRA) has seen exceptional growth on its Information Technology Integrated Services contract, which was awarded to Leidos in 2008. Due to this activity, they have decided to recompete this work as two contracts: a single award IDIQ set-aside for small businesses (SB), and a full and open (F&O) multi-award IDIQ. The draft RFP for the F&O IDIQ is expected within the next several weeks, but interested companies can begin preparations by looking to the SB set-aside IDIQ that was issued earlier this year (currently in source selection). Part 1: Improving Solicitations

At Red Team Consulting, we see hundreds of RFPs every year. We review solicitations across the Department of Defense and from nearly every single Civilian Department. These include standalone single-award contracts that range in size from $5M to over $500M, to multiple-award IDIQ contracts valued at over $20B. Most of these RFPs are very similar in how they are structured, organized, and evaluated. Because FAR guidelines prescribe what the government requests, essentially all RFPs ask for the same information. The challenge is not what the government asks for; it is matching their expectation for what they will receive with how industry interprets their instructions.
